Both Palestinian negotiators closely involved in the moribund Oslo peace process and Palestinians who have long since despaired of Oslo declared that it is time to transform the struggle. Meanwhile, Israel continued to expand settlements, crack down on protests, and plan annexation of some or all of the West Bank.

The “over”-ness of “two states”—albeit with radical disagreements about the character of a hypothetical single state—has been claimed by ideological zealots, severe liberals, and exasperated peacemakers alike.
