Every year at the UN General Assembly, about 16 different resolutions on Israel-Palestine are brought to vote. Most of them relate to preserving the human rights of Palestinians, and condemning Israel for violating their rights. You can track how Canada votes on these resolutions using CJPME’s updated UN Dashboard.

 

UN Settlements Resolution

 

The upcoming resolution on Israeli settlements aligns perfectly with international law. It also reflects Canada’s official position, which is that “Israeli settlements in the occupied territories are a violation of the Fourth Geneva Convention” and “constitute a serious obstacle to achieving a comprehensive, just and lasting peace.” Earlier this year, Canada told the United Nations Human Rights Council that “Canada calls on Israel to stop settlement activities, including those in East Jerusalem and the West Bank. These activities are a violation of international law and must cease. Canada reiterates that it does not recognize permanent Israeli control over territories occupied in 1967.”

 

The upcoming resolution is consistent with these principles:

  • It reiterates the UN’s demand for the immediate and complete cessation of all Israeli settlement activities in all of the Occupied Palestinian Territory, including East Jerusalem, as well as the occupied Syrian Golan;
  • It demands that Israel comply with its legal obligations as an occupying power;
  • It calls for measures of accountability over Israel’s lack of compliance with international law;
  • It urges governments to uphold their own obligations under international law and to not provide aid or support to settlement activities. 

UN Resolution on Aid to Palestinian Refugees

 

Similarly, the upcoming resolution to support UNRWA and Palestine refugees is also consistent with international law and Canadian policy. In fact, last year Canada committed $90 million over three years to fund UNRWA’s humanitarian programs. This indicates that Canada is aware of UNRWA’s important work.

 

Shamefully, Canada has voted AGAINST these resolutions for the past decade, beginning in 2011 under Stephen Harper and continuing under Justin Trudeau. This puts Canada in a very small minority (the vote on settlements was 142 to 7 in 2020, and the vote on UNRWA was 151 to 5). Canada has already indicated that it will vote against both motions again this year, by opposing drafts of the two motions at an initial committee stage.

 

Tell Canada to join the rest of the world by condemning settlements at the UN, and giving our full support to Palestine refugees.
